Christine Banning, IOM, CAE is the President and CEO of the National Parking Association. She joined NPA in 2010 and has been instrumental in the development of NPA’s research, advocacy and thought leadership. She serves on the transportation committee of the U.S. Chamber of Commerce. Prior to joining NPA, she was a c-suite executive for a training and mentoring organization. She earned a Bachelor of Arts Degree from Marietta College in Ohio and her Master’s Degree from The American University in Washington, DC. She holds the U.S. Chamber designation from its Institute of Organization Management and is a Certified Association Executive.

Frank Ching is the Senior Director of Countywide Parking Management at the Los Angeles County Metropolitan Transportation Authority (LA Metro)
He was recruited by LA Metro in 2014 to overhaul their parking program with over 24,000 parking spaces spread out in 1,400 square miles along the Los Angeles County Transit System.
Frank was awarded the 2010 CPPA Parking Professional of the Year and the City of Santa Monica was awarded the 2011 CPPA Parking Program of the Year under his leadership. He also received the 2014 National Parking Association Innovator of the Year Award.
His aggressiveness and accomplishment is not only recognized at both state and national level but has also earned him the label of “the parking guy in the wild-west”.
General Counsel and Chief Compliance Officer for Interpark
Sarah A. Fisher is the General Counsel and Chief Compliance Officer for Interpark, a parking management service at more than 100 parking facilities nationwide.
Before joining Interpark she was the General Counsel at Parking Spot, the country’s leading owner and operator of near-airport parking facilities in the US.
Sarah sits on the Board of Directors of the National Parking Association and the Airport Ground Transportation Association and is a close advisor to the Chairman and the Board of the Near Airport Parking Industry Trade Association. Sarah holds a BA in Political Science from the University of Iowa and a JD from the Georgetown University of Law Center.
Sarah is an NPA’s 40 Under 40 winner (class of 2018.) An Iowa native and true mid-westerner, Sarah is based in the Chicago corporate office of The Parking Spot. She lives in the Chicago burbs with her husband and her young son and daughter.

Nicole Hankins is a Senior Vice President at SP Plus. She has over 15 years of experience in the parking industry starting as a senior manager in Hawaii in 2003 and most recently in Western Canada and the Pacific North West.
Prior to joining SP+/Standard Parking, Nicole worked with the Honu Group in Hawaii to help launch the $200 million 2100 Kalakaua project where she brought retailers together with local culture and arts organizations, including the Contemporary Museum, Diamond Head Theatre, Hawaii Opera Theatre, Hawaii State Art Museum, Hawaii Theatre Center, Honolulu Academy of Arts, Honolulu Symphony and Iolani Palace.
Nicole has served on the boards of BOMA, ACS, EBG and Women in Parking (WIP) and serves on the chair of SP+’s Women’s Advisory Forum.
Co-Owner and Vice President of Operations at Park Inc.
Gary W. Lewis, Jr. is the Co-Owner and Vice President of Operations at Park Inc., a premier provider of valet parking, parking management, and shuttle services across 15 U.S. states. Gary is responsible for oversight of all field operations.
He is a Wake Forest University graduate, fluent in German, and an NPA Certified Parking Professional (CPP.) He currently serves on the board of directors at the National Parking Association.
President and Owner of the Parking Advisory Group, LLC.
He formed The Parking Advisory Group in 2012 after spending 13 years as the Executive Director and Practice Leader for a nationally recognized multidiscipline design firm. In all, Jerry has been in the parking industry for nearly 40 years.
Jerry has served on the Board of Directors of the National Parking Association. He is also currently chair of NPA’s Parking Consultants Council. He has authored numerous articles for parking and industry publications including Parking, Parking Today, The Parking Professional, Stadia, Pan Stadia, InterTraffic World and Passenger Terminal World. He was the author of the Introduction to the Urban Land Institute’s Dimensions of Parking fifth addition as well as, the first chapter on the newly published Sustainability of Parking first addition, jointly by, The National Parking Association and International Parking Institute.
CDO FlashParking
Dan Roarty is the CDO of FLASH. He previously held the position of COO at Arrive, which merged with FLASH in early 2021. Dan has spent most of his career building two-sided marketplaces, focused on creating technology-led customer experiences that also give sellers new, more efficient channels to grow their businesses. He has built platforms that have sold tens of billions of dollars to tens of millions of people online and on mobile phones. Most recently Dan ran the Restaurants vertical at Groupon, bringing millions of customers into restaurants from McDonald’s to Le Cirque. Prior to Groupon, Dan was CMO of Vast, a B2B2C platform for used cars, travel and real estate, and GVP of Alliance Marketing at Orbitz, building a new ad-based business model on top of Orbitz’s massive transactional model.
Dan has an MBA and BBA from the University of Michigan, lives in Chicago with his wife and three young children and despite their continued futility, remains a Lions fan.
Convention Chair, President Premium Parking
Benjamin Montgomery joined the Premium team in 2008 as Vice President of Business Development. He was instrumental in building the corporate culture and internal systems that continue to drive Premium forward today. He has analyzed, underwritten, and overseen hundreds of parking operations across the country. Additionally, Ben has led the Product Team since 2013 and has been instrumental in ensuring that Premium’s clients have access to the right technology for their operation. In 2016, Ben assumed the role of President for Premium Parking, where he has remained involved in operations at every level, from training to technology and all aspects in between.
He is taking parking into the future. Using cutting-edge technology and a more systematic approach, he brings value to the entire industry. Instead of sticking with the conventional and familiar, he has stepped forward and found a better and more efficient way to park.
Chief Technology Officer (CTO) at Towne Park
A seasoned IT executive with more than 30 years’ experience, Jack has a proven track record of innovation and delivering transformative technologies, products and services.
Before joining Towne Park, he was the Chief Technology and Product Officer for Transdev North America, a $1.4B transportation company. There he built an e-commerce platform to connect riders and drivers in public transit, ride hailing services, taxis, airport ride sharing shuttles, electric vehicles and autonomous vehicles across multiple markets.
Previously, he held numerous entrepreneurial and leadership roles including CEO of Silicon Valley technology start-ups in television streaming and cloud-based communications technology.
Jack holds a Master of Science from Stanford University and a Bachelor of Science Cum Laude from the University of California at Berkeley. Jack is fluent in Mandarin and has a history of driving first of its kind innovations.

Juan Rodriguez directs the planning, management of product development, and overall strategy of the company. Prior to FlashParking, Juan held senior executive positions both in operations and retail at various companies including MPower Labs, Inc. and Rev Worldwide, Inc. (MPower Group companies), as well as senior technical positions at Terremark Worldwide and CACI, Inc. He led efforts to launch financial and mobile payment services to the world’s unbanked populations in over 10 countries. In 2005 Juan co-founded Klevernet, LLC (acquired by MPower Ventures), an online insurance portal that bridged the gap between local insurance agents and internet insurance shoppers.
Juan served with distinction as a noncommissioned officer in the U.S. Army and received numerous meritorious citations while stationed at the Pentagon. Juan attended Strayer University in Washington, D.C., where he received a B.S. in Computer Information Systems.
Executive Director of Auxiliary Services, University of Maryland – Baltimore
Robert Milner is Director of Parking Operations at the University of Maryland, Baltimore. He has been at the University since 1997 but has been directly involved in the parking industry for 30 years. Robert has held senior-level executive positions within two of the nation’s leading parking organizations.
Robert is a certified Customer Service trainer for both the IPI Certified Trainer for the NPA/Healthcare Master Class and is a First Observer Trainer for the Transportation Security Administration (TSA). He holds certificates from the National Incident Management System (NIMS) and the Department of Homeland Security (FEMA). He is also a graduate of Disney’s Leadership Excellence and People Management, Disney’s Approach to Business Excellence and Disney’s Approach to Quality Service for Healthcare Professionals programs.
He gives partial credit for his accomplishments in working well with people, lessons learned throughout life experiences, extended sports experiences, and his “out in the field” approach to parking.

Rick West is the founder of West FSI, LLC. He is the CEO of Millennium Garages Concession in Chicago, IL and he is Co-Owner of Urban Garages in the U.S.
He is a seasoned executive with over 30 years of experience working in all sectors of parking including CBD public on and off-street parking, stadium & arenas, hospital, commercial, retail, office, airport and commuter parking. In addition, he has worked with start-ups and in related transportation and real estate sectors.
Rick is a special advisor to the NPA Board of Directors and is chair of the NPA Government Affairs Workgroup.
President, Parkway Commercial Properties
Robert Zuritsky is the president of Parkway Commercial Properties. He has positioned Parkway as an industry leader in parking management, development, and technology. Mr. Zuritsky began his parking and business education at age 12 by working various field positions at Parkway's facilities, advancing steadily through the ranks until ultimately assuming the position of President in July 2002.
In his role as President, Mr. Zuritsky oversees each of Parkway's departments and leads the Company's strategic growth through garage acquisition, real estate development, and new management opportunities.
Mr. Zuritsky received his M.B.A. from Temple University in 2001, currently serves as the President of the Philadelphia Parking Association, a director of the NPA, and an active member of the Young Presidents Organization. He also actively serves on nine boards, including a financial institution, several parking technology companies, and the Philadelphia Municipal Authority, in addition to supporting the arts and a number of charitable organizations.
